The Institute receives guidance and advice from a distinct group of individuals who are leaders that are passionate about training and development.

The Board convenes at least once every quarter to discuss the Institute's progress.

CHAIRMAN: Professor Evance Kalula

Evance Kalula is professor of law (employment law and social security) at the faculty of Law, University of Cape Town. He is also Deputy Dean for Postgraduate Studies and Director of the Institute of Development and Labour Law. He serves as Chairperson of the Employment Conditions Commission, a statutory body set up under the Basic Conditions of Employment Act. The Commission advises the Minister of Labour on minimum conditions of work and wages for various sectors of the South African economy.


Rahman Murtuza

CEO of the Tourism & Business Institute of South Africa with over 40 years teaching and management expereince.


Sana-Ullah Bray

Sana-Ullah is currently the Company Secretary at Sanlam. He is a qualified attorney.


Debbie Collier

Senior Lecturer, Commercial Law. Deputy Director Institute of Development and Labour Law, Faculty of Law. She holds a PhD in Labour Law.


Rushmina Luttoo

Legal Director, Tourism & Business Institute of South Africa.


Zakiyya Murtuza-Peerun

Sylvia Hammond

BA (Hons), PG Dip Labour Law and Social Security, MPhil.

Sylvia hammond is currently reading for a PhD at UCT, in her specialist area of Skills Development. She is the lead author of the Juta Handbook on the Skills Development Act. She is registered with the SABPP as a Generalist Master HR Practitioner (MHRP) and Mentor, and is an experienced HR generalist, having served with a number of multi-national and national corporations to HR Director level. She has implementation experience on all aspects of labour law in a variety of economic sectors, and maintains a generalist HR consultancy. She is Contributing Editor to the www.skillsportal.co.za website, which includes coverage of all labour law issues in the world of work, and Social Network Manager for www.skills-universe.co.za maintaining up to date information on skills development and education law.
